[Community] Compiling PCL Proj4 module on Windows

Vaishal,
VC 6 is required to build modules for Python 2.3. Python 2.4 will
require VC 7/.NET or newer. Although some people report that Zope 2.8
works with Python 2.4, there's no guarantee and a good chance of
problems.
