[Community] PCL 0.10 release candidate

Hi all,

Kai has been putting a lot of work into PrimaGIS, and my contribution  
is win32 binaries for Python 2.3.x from the PCL svn trunk that I am  
calling PCL 0.10-rc1. The 0.10 milestone is described at

This release candidate will let you windows users try out the very  
latest from the PrimaGIS trunk. Josh Livni is also up to speed on  
building PCL on windows, and hopefully between the two of us, more  
frequent win32 snapshots can be provided in the future.

Don't confuse 0.10 with 0.1. The version number is a string, not a  
number between 0 and 1.
