[Community] PCL 0.10.0 releases

Hi all,

This is an early release notice for all list subscribers, I'll be  
announcing on freegis.org, freshmeat, etc on 2 Jan 2006. Source and  
Win32 binary releases of PCL and PCL-Referencing 0.10.0 are available  
from

   http://www.gispython.org/downloads/gispy/

The big change is that the old spatial.SpatialReference is gone,  
replaced by the cartography.referencing module also known as PCL- 
Referencing. PCL 0.10 is required by PrimaGIS 0.5.

- Deprecation of spatial.SpatialReference in favor of PCL-Referencing.
- cartography.referencing now under PCL-Referencing.
- Remainder of library under PCL-Cartography.
- Using setuptools to build eggs for pre-installation testing.

- DataSource.info() returns SRS as PROJ.4 strings.
- New win32 build script.
- Makefile for PostGIS testing database.
