no, i made the initial unofficial packages and then handled it over to
Silke (also on this list). she continued the work, pushed the gdal 
packages into the official debian archive and has been the debian 
maintainer so far.

i think you should file a bug. ATM there's no machinery to build
versioned python-gdal packages.
