[Community] Style Validation Bug (pre 0.6 Primagis)

While I am moving my maps to the new revisions, I found a small bug in the 
style validation.

In both skins/primagis/primagis_style_add_validation.vpy and 
...edit_validation.vpy the test checks that the minimum scale must be larger 
than the maximum scale.

This IMHO should be the other way round: I should be able to define a symbol 
rendered between 1:10000 and 1:1000000. The other way round does not make 
much sense.

I guess the confusion comes from the general concept of large-scale maps, 
which have a smaller number, e.g 1:10000, than small-scale maps...

I hope the confusion is not mine, but changing the validation in my 
installation makes it work as I want it.
