[Community] Script for testing PCL installation

I've committed a test script to the PCL repository that can be used  
to test your installation and environment. It will be in the next  
release, but meanwhile you can get it from

   http://trac.gispython.org/projects/PCL/browser/PCL/trunk/utils/ 
checkinstall.py

It's not complete yet, but will catch some of the most frequently  
reported issues. To use it, execute the script using the same python  
you're using to development your application (Plone or otherwise),  
being sure to do this within the correct user environment.
