[Community] Proposal to add Luiz Vital as a committer

Hey!,

Thank you all for the votes! I hope to be more 'prolific' than ever! ;-)

My current activities in the gispython stuff is trying to port an
application i've been working in the last months using Zope2/PrimaGIS
to Zope3. It's more like an exercise of understanding Zope3 and the
current development of PCL/ZCO/PrimaGIS.

Future plans include a WMS Server (already present in ZCO for Zope2)
to interface with OpenLayers (http://openlayers.org/), since it seems
to be a good way of having "continuous panning user interface" via map
tiles and point markers via JS.

I'll keep you all informed from my progress on this list and in our Wikis.
And I'd like to discuss any thoughts you may have on that themes too.
