[Community] Geocoding? Routing?

I've been wondering in the past couple days, do services like
geocoding and routing fit in with the PCL's purpose in life?
"Cartography" seems to imply no, while "GIS" seems to imply maybe. Has
there been any discussion about this in the past (I couldn't find
anything)? Is there any interest? Also, are there existing Python
libraries to do these things that I just haven't come across?

To clarify, I should note that I'm not talking about something like
geopy. I have my own datasets that I want to geocode and route
against.
