I am a dummy user that experienced your problems, let me share my
experience if it may help.

I got this once and went through I don't know exactly how...
Some colleagues solved it by reinstalling FWTools.

This sounds like a windows/python config which is not easy to trace. I
can advise some tests that may help.

First of all Have you followed the #5 of
http://www.primagis.fi/documentation/install_win32.
There is also an addon to the install process somewhere in the trac But
I cannot find it any more; maybe search here in the list...

    * verify that all your system variables are correct (PROJ_LIB,
      GDAL_DATA, PYTHONPATH )
    * try to reinstall FWTools :-(
    * be sure that your runzope does not crush your system's PYTHONPATH
      (/ standard runzope does it ! c:\Program
Files\FWTools1.0.0b2\pymod must be in the PYTHONPATH _at zope start_ )
      /
    * be sure that all the compressed products are properly uncompressed
(we had a wierd problem with winzip and we successfully moved
      towards 7zip)
    * At best use only one python instance ! If you have more than one,
be sure that you made all enhancements in the python instance used
by zope (check in runzope, and zope.conf)
    * If you have once installed plone with the windows_full_installer
check that there are no remaining breadcrumbs (python services
      activated for example....)

Hope this helps
