Sean,

The PrimaGIS instructions at primagis.fi are fine. When it comes to  
PCL, the wiki page at

   http://trac.gispython.org/projects/PCL/wiki/HowToInstallWin32

is most authoritative. Please note the recommended version of FWTools.
