[Community] WorldMill project

Howard pointed out that there is already an Ogre in the neighborhood,
and "Refinery" isn't quite the connotation I'm looking for. I've got
industrial machining on my mind, and so I've chosen "WorldMill".

Thanks for the feedback everybody. BTW, WorldMill now runs my benchmarks
slightly faster (at 160 microseconds per feature) than the latest and
greatest ogr.py:
