[Community] geos lib name in windows

I noticed while running Shapely on windows the cpp library 'geos.dll'
is referenced instead of the C library 'geos_c.dll'. Is there a reason
for this, or is it just an oversight? I have attached a small patch
the corrects it, but it might have been done for a reason.
