[Community] geojson 1.0 roadmap

We've retreated from some of the changes made last week. The package
name will remain "geojson". We'll continue to depend on simplejson.

We have moved the source to

http://svn.gispython.org/svn/gispy/geojson

and will be removing the old GeoJSON directory in the next few weeks.
