[Community] Commit access for Brent Pedersen

All,

I would like to nominate Brent Pedersen for commit access.  Brent has  
been providing numerous patches for the new version of Rtree, and his  
input has been very valuable in shaping its design.  Brent is familiar  
with our testing procedures as well.  Brent will initially focus on  
Rtree, but access is granted to all gispython.org projects.
