[Community] New OpenLayers buildout recipe

In version 2.8, a full OpenLayers.js is 720KB, ~200KB after gzipping.  
You'll only use a fraction of that code in a small application. I  
think that zc.buildout could be a nice tool for managing the builds of  
multiple custom profiles of OpenLayers.js and have written a recipe  
(based on Kai's hexagonit.recipe.cmmi) to help.
