I think the better way could be having two branches on zgeo.geographer.
e.g. 
zgeo.geographer 0.3.1 for Zope 2.10 
zgeo.geographger ?.?.? for Zope > 2.10

On pypi we could keep both branches visible just as Plone - http://pypi.python.org/pypi/Plone
