Just the normal GNU 'strip' utility, but this is of course only
necessary when the DLLs have been built with MingW GCC instead
of Visual C++. Earlier versions of GEOS were "broken" under VC,
but more recent releases seem to work well with it. The current
Shapely 64-bit Windows binary includes DLLs built with VC, while
the 32-bit still has MingW ones.
