[Community] rotating a layer

Hi Jakko and Sean,
thanks to you both.

I was wrong to use the term "layer". I would be satisfied even if I could
rotate a single geometric objects or collections of objects; is it possible
to do it in shapely?
If Jakko is right, it should be impossible.
